The O.I.S.I.S. (Permanent observatory to assist and support the development of social enterprises) project formed within Action 3 of the EC initiative Equal, was presented by the network of locali Development Partnerships "SIS 328", "Wisba" and "Net Sociality". The tree development pertnerships, in their respective areas of interest, have gained experiences and developed products in support of participation in the development of the local economy. They encouraged means of meeting and integration between a diverse group of individuals and organizations, for example, local bodies, development agencies, voluntary organisations, social cooperatives etc., with the objective of sharing experiences and good practices for the promotion of the social development of the area.

• Phase 1. Development of cooperation between the three Development Partnerships, which will allow the evaluation and dissemination of results of previous projects
• Phase 2. Creation of a local, national and european network of projects and actors involved in Action 2
• Phase 3. The dissemination of such results through events, campaigns and other activities

The project aimed at the realisation of mixed mainstreaming activities ( horizontal, vertical and of a specific kind), in order to initiate and implement processes of integration, dissemination and transferring of models of excellence and the result of each of the Development Pertnerships under Action 2 mentioned above. In particular, it intends to widen the number of experiments concerning the creation of:

• an observatory (monitoring organisation) of social enterprises
• a model to help in set-up and development stages of enterprises

The "Observatory" intended as a both an actual an virtual place was integrated into a network of previously realised Equal projects, and was born out of both a need for information and the local sharing of good practices and integrated welfare projects already realised. The model for aiding the set-up and development stages of businesses, thought of in order to deal with the communal need to help businesses in the geographical region of the tree Development Partnerships, represents the fundamental instrument of support for young businesses, and a means of promoting managerial and professional training.
